In LN, the initiator puts up all the money to open the channel. This means all channels start with a local/remote balance of 100/0.
In LN-eltoo BOTH parties put initial funds into the channel. So the channel open operation could open as 100/0, or 50/50, or 60/40. Whatever you want.
There are changes to the close and force-close as well, but I don’t understand those either.
